Mr. Hall is the Chief Executive Officer and Chairman of the Board of Directors of Z FEDERAL. Before being named as Chairman & CEO in November 2017, Mr. Hall held increasingly responsible leadership roles at many successful technology and management consulting businesses in both the private and Federal Government sectors over a 27 year contracting career. He is an energetic and proven transformational leader with a high level of professional integrity and loyalty to Corporate Mission. Over a demonstrated results-oriented career, Mr. Hall is vigilantly P&L-focused while known for ability to envision and create successful outcomes in complex situations.
Reporting to the Z FEDERAL Board of Directors as CEO, Mr. Hall along with the President & CFO form the Executive Leadership Team. He assumes full P&L responsibility while providing corporate leadership, strategic, and tactical direction to the Leadership Team as the Company transitions from a legacy entrepreneurship to a high-performing, employee-owned professional services firm. He is responsible for delivering Z FEDERAL’s strategic growth plan by implementing a marketing strategy leveraging the Company’s three decades of contract performance in the Federal Government. Mr. Hall has an exceptional track record of building consensus, cohesive teams, and new business growth.
Having worked for the Company from 1990-1997 and maintaining a strong relationship with Z FEDERAL leadership until his return in 2016 he holds a deep understanding of the current customer base and company history, culture and core values for success as well as its potential to grow strategically. Mr. Hall led the 100% ESOP transition of Macfadden & Associates, Inc. while serving as Chairman, President and CEO as well as the ESOP Trustee/fiduciary for Macfadden’s ESOP. During his tenure at Employee-owner Macfadden, the company grew over 300% in gross revenues and established itself as a leader in the International Humanitarian Assistance and Democracy and Governance space which ultimately led to its recent acquisition by PAE Systems. He is uniquely qualified to lead a growth-oriented organization while creating ESOP Shareholder wealth year-over-year and instilling an ownership mindset throughout the organization.
Mr. Hall holds a B.S., Business Management from the Pamplin School of Business, Virginia Tech. He is also a member of the Washington, DC Chapter of the Project Management Institute (PMI) and the Association for Corporate Growth (ACG) and the Industry Advisory Council (IAC).
Ms. Hall is the President & Chief Financial Officer of Z FEDERAL. Before being named as to her current position in November 2017, Ms. Hall has demonstrated a dynamic set of management and technical skills for over 25 years in the Federal Government services sector. Having supported Z FEDERAL since 1988, Ms. Hall began her career at Z FEDERAL in the Corporate Financial and Administrative areas. She has Project IT and Program Management experience at Department of Energy and Food and Drug Administration. In addition, she has Program Management experience with projects for the U.S. Agency of International Development (USAID) and the State Department. Since 2010, Ms. Hall has been Z FEDERAL’s lead in the areas of Contract Management, Business/Cost Proposal Development, Finance, Accounting and Human Resources. Her leadership in these areas has been invaluable in the Company’s successes.
She assumed her current role as President and CFO within the Company immediately upon the successful transition of the Company to a 100% Employee-Owned organization. As President, Ms. Hall is the primary signatory for the Company and, with the CEO, forms Z FEDERAL’s Executive Leadership Team. As CFO, Ms. Hall leads financial operations, including financial planning and analysis, controllership, cash flow management, A/R, A/P and payroll. She also works closely with the CEO to set the company’s financial direction and shape the Finance organization to support the company’s business goals. Beyond financial operations, her responsibilities and authorities are extensive, covering all aspects of the Z FEDERAL’s internal corporate operations, including contract administration, human resources, quality management, facilities and security.
Ms. Hall attended Louisiana State University with a concentration in Sports Management. She possesses numerous training certificates in human resources, Earned Value Management (EVM) and contracts administration and has performed as an independent, expert management consultant to small and small disadvantaged businesses.
Mr. Bross currently serves as a Member of the Board of Directors at Z FEDERAL and provides the current Executive Leadership team with history and context for its historical Federal government contractual activities performed by Z, INC. as one of the Company’s founding partners. Mr. Bross co-Founded Z, INC. (now Z Federal) in March 1983 along with business partner, Alan Naney. For over 34 years, Mr. Bross served as Executive Vice President and Chief Executive Officer and was responsible for all corporate operations and business development activities. He was instrumental in creating long-standing, healthy customer relationships at the U.S. Department of Energy (DOE) and the Federal Deposit Insurance Agency (FDIC)and strategic business partnerships until November 2017 when he sold his equity stake in the Company to the Z, INC. Employee Stock Ownership (ESOP) Trust knowing that the transition of ownership to the ESOP would ultimately benefit Z FEDERAL’s new ESOP Employee Shareholders. Mr. Bross possesses his Project Management Professional (PMP) Certificate, a Juris Doctorate (J.D.) degree from the University of Baltimore, an M.B.A.from the University of Delaware, and a B.S. degree from the University of Maryland and is a member of the Maryland and American Bar Associations.
Mr. Naney currently serves as a Member of the Board of Directors at Z FEDERAL and provides the current Executive Leadership team with history and context for its historical financial model as one of the Company’s founding partners. Mr. Naney co-Founded Z, INC. (now Z FEDERAL) in March 1983 along with business partner, Joseph Bross. For over 34 years, Mr. Naney served as President and Chief Financial Officer (CFO) and was responsible for all administrative and financial operations of the Company. He was instrumental in assuring the financial health of the Company until November 2017 when he sold his equity stake in the Company to the Z, INC. Employee Stock Ownership (ESOP) Trust knowing that the transition of ownership to the ESOP would ultimately benefit Z FEDERAL’s new ESOP Employee Shareholders. Mr. Naney has an M.B.A. in Finance and Economics from the University of Michigan and a B.S. in Business Administration from Miami University (OH).
Ms. Lippert currently serves as a Member of the Board of Directors at Z FEDERAL. As an outside member, she provides the Board with a valuable external perspective on Z FEDERAL’s business operations and attainment of its strategic growth plan objectives. In addition to her BoD duties, Ms. Lippert is an Independent Senior Energy Analyst and Strategic Advisor on projects related to energy analysis and security, emergency response and preparedness, risk assessment and program development . She was formerly employed at the US Department of Energy where she served as a Senior Technical Advisor. She has long history in working with State and local governments and the energy industry on domestic energy reliability and resiliency programs, energy assurance planning, and emergency preparedness activities and exercises.
Ms. Brannan is Human Resources and Operations Manager at Z FEDERAL. She has been supporting the company in this dual role for the past 5 years. Prior to joining Z FEDERAL in 2011, Ms. Brannan has demonstrated a diverse experience working with accounting and government contracting systems for over 25 years.
As Human Resources Manager, she is the primary point of contact for Z FEDERAL’s diverse employee base. She is involved in all phases of the employment life cycle including management of the new hire process, employee benefits administration including health and disability insurance, flexible spending accounts, and ERISA-driven retirement plans such as Z FEDERAL’s Profit Sharing/401k Plan and its Employee Stock Ownership Plan (ESOP).
As Operations Manager, she is responsible for the overall performance of the company’s Headquarters in Silver Spring, MD and provides administrative and technical support to Z FEDERAL’s Management Team. Among her wide portfolio of tasks, Ms. Brannan is Administrator of Z FEDERAL’s Company-wide system for managing time, expense, projects, people and financials. Utilizing Unanet, she performs all corporate accounting functions including accounts payable, accounts receivable, payroll, revenue analysis, and month-end closing. She also oversees all corporate and facilities operations.
Ms. Brannan possesses a B.S., Business Administration with a concentration in Finance from Towson University. She possesses a number of certificates and training Human Resources and Cost Accounting.
Mr. Cheung currently performs as Director of Strategy and Corporate Growth at Z FEDERAL. With over 18 years in the Information Technology arena, he concentrates his efforts in management consulting on large-scale programs while working with the Executive Leadership Team to execute the Company’s Strategic Business Plan for corporate growth. Mr. Cheung’s skill set is especially suited for the Federal IT market and his client list includes The Department of Homeland Security (DHS), the Department of Defense (DOD), the Defense Health Agency (DHA) and US Census Bureau (USCB). Z FEDERAL also leverages Mr. Cheung’s significant experience and expertise in quality management process design and improvement as he directs efforts to roll out the Z FEDERAL Management System (ZMS) which embodies the Company’s Quality and Risk Management processes.
Mr. Cheung earned his B.A., Economics from the University of North Carolina at Chapel Hill. He is active in the Project Management Institute (PMI) and possesses certifications as a Project Management Professional (PMP), Scrum Alliance Certified Scrum Master (CSM), Microsoft Certified Professional (MCP) and is certified in the Information Technology Infrastructure Library (ITIL) Foundation.
Ms. Wong currently serves as Recruiting, Marketing and Communications Manager at Z FEDERAL. She possesses a strong background in multimedia communication, staffing and business analysis. Prior to joining the Company in 2017, she demonstrated experience in project management, business analysis, technical staffing, marketing and communications for over 10 years. Ms. Wong has supported both Federal and commercial clients in International Development, Humanitarian Assistance and Information Technology sectors.
At Z FEDERAL, Ms. Wong supports a fast paced, multi-faceted role. As Recruiting Manager she is responsible for all open position postings, candidate sourcing and on-boarding activities leveraging Z FEDERAL’s applicant tracking process. As Marketing and Communications Manager, she is responsible for the execution of the Company’s Internal and External Marketing and Communications Plan including all media outreach, social media content and corporate event planning. She is essential in the design and development of corporate marketing material as required by Z FEDERAL’s Business Development department to capture new business opportunities.
Ms. Wong holds a B.A., Communication from the University of Maryland, College Park. She is a Certified Scrum Master (CSM) and is certified in ITIL.
Mr. Choi is the IT Strategy & Software Development Director at Z FEDERAL. He also serves an important role on our Program Leadership Team (PLT), provides overarching insights into the Company’s strategic direction in the Information Technology sector and provides valuable insight into all of Z FEDERAL’s Software Development engagements. Prior to joining the Company in 2016, Mr. Choi spent 18 years serving different roles in the software life cycle from software development to project management for various federal agencies including Department of State, Department of Defense, Department of Energy and Bureau of Census. He is well-versed and promotes Agile Scrum methodology along with Independent Verification and Validation (IV&V). His technical background is also highlighted with deep exposure in quality management and ISO processes as well as configuration management.
Currently, Mr. Choi provides Account Management support to one of Z FEDERAL’s longest standing customers, the Federal Deposit Insurance Corporation (FDIC). He oversees multiple contracts engagements with the Division of Information Technology (DIT) based out of Arlington, VA and with the Division of Resolutions and Receiverships (DRR) based out of Dallas, TX.
Mr. Choi holds an M.B.A. from Georgetown University and a B.S., in Mechanical Engineering from Carnegie Mellon University. Certifications include Project Management Professional (PMP), Scrum Alliance Certified Scrum Master (CSM), Microsoft Certified Professional (MCP) and is certified in the Information Technology Infrastructure Library (ITIL) Foundation.
Ms. Lawrence is Network Infrastructure & Telecommunications Director for Z FEDERAL. She is a Member of the Z FEDERAL Program Leadership Team (PLT) and provides her insight into the Company’s strategy to support and grow its Network Infrastructure and Telecommunications & Mobility capabilities in the Federal Government and commercially. She has played key roles during modernization and technology refresh efforts with an impressive Federal and commercial portfolio including US Department of Energy (DOE), Global Wireless Networks, Inc. US Department of Veterans Affairs (VA), Federal Communications Commission (FCC), Verizon Business, Lucent Technologies, MCI Communication, and AT&T Federal Systems.
Prior to joining Z FEDERAL in 2017, Ms. Lawrence has demonstrated hands-on experience in information systems, information technologies, and operations for over 20 years. She has been engaged as a Senior Information Systems Consultant for multiple firms and has worked in partnership with Federal and Commercial clients, advising them on IT Lifecycle Management, IT Service Strategy, Design, Transition, Operations, and IT Governance to meet their business objectives or overcome problems. Most recently, Ms. Lawrence served as the Telecommunications Manager and Project Manager for a $2.6 billion Department of Energy Contract. She also served as Chief Information Officer for a company she started 9 years ago Global Wireless Networks. Ms. Lawrence, a technology innovator, was the developer of a wireless phone called the “iPaddle” designed for the Public Safety community to help emergency personnel from various jurisdiction to communicate with each other during a major disaster.
Currently, as Z FEDERAL’s Network Infrastructure & Telecommunications Director, Ms. Lawrence is able to leverage her proven skills and expertise needed to run highly efficient projects requiring the modernization of data centers, with expertise in cloud technologies, identity management, systems management, virtualization, storage, and networking. In addition to her participation in the PLT, she serves as Telecommunications/VoIP and Contact Center Manager on Z FEDERAL’s prime contract supporting the US Census Bureau, 2020 Decennial Census Technical Integrator effort. In this leadership role she serves as liaison between the Census Network and Telecommunications Office (TCO) management and client technical team and contractor staff to implement telecommunication solutions required to support the 2020 Census headquarters and field operations. She assists the client in establishing and directing telecommunications and network infrastructure strategic goals, policies and procedures as well as determine long-term systems needs and any hardware acquisitions needed to accomplish the Bureau’s business objectives.
Ms. Lawrence holds a B.S., Information Technology & Telecommunications Management and is a Certified Cloud Specialist. She is also certified in Information Technology Infrastructure Library (ITIL) v3 IT Service Management.
Ms. Roper is Cybersecurity Services Director for Z FEDERAL. She is a Member of the Z FEDERAL Program Leadership Team (PLT) and provides both business development and programmatic input for Corporate Growth initiatives in the Cybersecurity Services Sector. Ms. Roper has over fifteen years of experience in Security with her career evolving from the field of physical security to Cyber Security. Over the years, she has supported both the public and private sectors at: DISA, OPM, US Pentagon, WHS, DHS, US Census Bureau, Tricare, US Army, US Navy, and the Marine Corps. During her career she has also specialized in manpower assessment, client relations and project management. After eleven months supporting DISA, she was awarded internationally as the Supervisor of the Year. Shortly thereafter, she was then appointed by the DISA Joint Chief of Staff as the first female, Chief of International Affairs and Foreign Military Sales.
In addition to her participation on the Z FEDERAL’s PLT, Ms. Roper currently serves as Chief of Staff of Cybersecurity at the US Census Bureau on the 2020 Decennial Census Technical Integrator contract where, reporting directly to the Chief Information Security Officer (CISO) for the Program, she performs a wide array of technical and liaison duties. She oversees and coordinates daily cybersecurity tasks related to Risk Management Framework, Security Engineering, Vulnerability and Penetration Testing, Security Operations Center (SOC), and Active Cyber Defense (ACD).
She holds a B.S., Political Science from George Mason University. She has obtained the Federal IT Security Professional – Manager (FITSP-M) certification and Graduate Certificates in Risk Management and Cybersecurity Governance from the University of Maryland. She is currently pursuing a joint Master’s degree and Ph.D. in Cybersecurity from the University of Maryland at College Park.
Ms. Sisler is Energy Analysis and Infrastructure Protection Director at Z FEDERAL. Prior to joining Z FEDERAL in 2009, Ms. Sisler possesses over 20 years of Energy Industry Experience. The majority of her career has been advising large and medium energy and energy consuming companies, government agencies, finance institutions and global forums on competition, energy security, and market trends. She has worked tirelessly as an experienced strategic oil and gas expert with diversified experience emphasizing business development, strategic planning, competitive intelligence, and engagement strategies.
As Z FEDERAL’s leading Oil and Energy professional, Ms. Sisler focuses on Energy initiatives and challenges in oil, natural gas, LNG, global geopolitics, infrastructure security, and competitive intelligence. She works closely with DOE decision-makers by supporting their emergency preparedness and responses efforts, developing engagement strategies and evaluating above ground risk for critical infrastructure. In addition to her technical work, Ms. Sisler is currently Program Manager for Z FEDERAL’s Energy Information Administration (EIA) Omnibus Procurement IV (EOPIV) – an Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicle for EIA-wide use to procure Information Technology, Energy Analysis and Statistics and Program/Project Management professional services.
Ms. Sisler holds an M.B.A. from the University of São Paulo and B.A., Criminal Psychology from the University of Maryland at College Park. She holds certifications from the Project Management Institute (PMI) as a Project Management Professional (PMP), is ISO-certified and also holds a number of other oil industry certifications.
Ms. Scheren is the Energy Statistics and Information Management Director at Z FEDERAL. She is also a member of Z’s Program Leadership Team and brings a wealth of knowledge and expertise to strengthen the Company’s focus in its Energy Services Area. Ms. Scheren started her dynamic career at Z FEDERAL in 1984 and has supported the U.S. Energy Information Administration (EIA) of the U.S. Department of Energy (DOE) for nearly 35 years. Her professional career has spanned a wide variety of activities supporting many aspects of the collection, processing, analysis, and dissemination of vital Energy data used to promote sound policy-making, efficient markets and public understanding of energy and its interaction with the economy and environment.
Currently, Ms. Scheren performs as a Task Order Manager at the EIA and is able to draw upon her vast Energy Sector and system development experience providing management of Energy-related programs, projects and systems. Prior to joining Z FEDERAL, Ms. Scheren supported various offices of the EIA through Brookhaven National Laboratory and The MAXIMA Corporation. She also worked for the U.S. Congress, Office of Technology Assessment; the Association of State and Territorial Solid Waste Management Officials; and the U.S. Department of Commerce, National Bureau of Standards.
Ms. Scheren holds a B.A., Economics from the University of Maryland at College Park and has earned numerous certificates in information technology and energy statistics throughout her career.
Mr. Balashov is the Z FEDERAL Chief Technology Officer. He is a Member of the Z FEDERAL Program Leadership Team (PLT) and brings over 25 years of IT experience, an innovation mindset and a deep knowledge in enterprise architecture, SDLC, and ELC processes to lead Z FEDERAL in setting the strategic vision for innovation, technology and value creation. He is a dynamic technology and business thought leader with proven track record in formulating and applying technology strategies and enterprise level solution options to deliver quantifiable business objectives. Mr. Balashov has supported both the public and private sections at: Department of Energy, FDIC, IRS, HHS, NOAA and US Census Bureau.
Prior to joining Z FEDERAL, Mr. Balashov spent his career in increasingly responsible roles in medium and large environments leveraging his knowledge of systems engineering, enterprise architecture and software development to create solutions and implement them across the enterprise not only to meet his customers’ IT goals, but to fulfill their business objectives. The underlying structure of his solutions is flexible enough to implement in a wide variety of government agencies.
Currently, Mr. Balashov provides support to the 2020 Decennial Census Technical Integrator program as an Enterprise Architect and Senior Engineer. He leverages his wide array of proven skills to on identify and maintain architectural views, models, systems, processes, data flows and thousands of interfaces of the highly complex System of Systems. In this Agile environment, his innovation has led to the development of customized tools to accurately disseminate differing data output to forecast impact on current and future releases as the Census pushes out its first Internet Self Response capability. Not only does he directly support the Engineering task order, but his role also interfaces, collaborates and develops solutions with most of the other task orders on the program.
Mr. Balashov holds an M.S., Applied Mathematics from Moscow (Gubkin) Institute of Oil and Gas and a B.S., Computer Science from Baku Technical College of Planning and Economics. Certifications include Microsoft Visual C# .NET, Microsoft Certified Professional (MCP) and Enterprise Web Development .NET 2.0.
